Circa 1920, during the Indian British rule, Dr. Aziz H. Ahmed was born and brought up in India. He is proficient in English, and wears West! ern style clothing. He meets an old lady, Mrs. Moore, at a mosque, who asks him to accompany her and her companion, Adela Quested, for sight-seeing around some caves. Thereafter the organized life of Aziz is turned upside down when Adela accuses him of molesting her in a cave. Aziz is arrested and brought before the courts, where he learns that the entire British administration is against him, and would like to see him found guilty and punished severely, to teach all native Indians what it means to molest a British citizen. She asks her to marry him and she agrees to go back to the Paradise as his kind of singer, but Blackie's childhood chum Father Tim intervenes. After Blackie slugs the priest, Mary leaves. She is soon the star of the Tivoli and Blackie's place is closed down. She sings a rousing "San Francisco" on behalf of the Paradise at the annual "Chicken Ball" and wins the $10,000 prize which Blackie throws to the floor. As she storms out of the hall a terrible rumble betokens the famous San Francisco earthquake. Buildings collapse, streets split wide open, the city burns, the army dynamites whole sections of town. After staggering around in a stupor Blackie finds Father Tim and the two of them find Mary at a Salvation Army camp. Using his last breath, Inspector Todd tells Axel to get the man who shot him, and Axel says that he will do that. Axel does some looking around, and finds the killer's vehicle at Wonder World, a theme park in Beverly Hills, California. In Beverly Hills, Axel is reunited with his friend Billy Rosewood, who tells Axel that John Taggart is now retired and living in Arizona. Billy is now the deputy director of operations for joint systems interdepartmental operational command (JSIOC). Billy also has a new partner named Jon Flint. Axel checks out Wonder World, which is owned by Dave "Uncle Dave" Thornton. At Wonder World, Axel rescues two kids who are stuck on a ride that broke down, and after this, Axel is taken to see the park's head of security, Ellis DeWald, and Axel recognizes DeWald as Inspector Todd's killer. Jon refuses to believe this, because DeWald is one of Jon's friends. Ellis runs a counterfeiting ring that uses the theme park as a front. An evil diesel locomotive called Diesel 10 has arrived on the Island of Sodor, with the intention of destroying the steam locomotives. His plan is to locate a magical lost engine and destroy her in order to remove the magic from the Island.
